The Assumption
The Retirement Finality Assumption (RFA) is the IMWA's foundational operating premise that when a pastor retires, they stop doing ministry.
This assumption has underpinned the IMWA's pastoral transition models for the entirety of the Institute's operating history. It has been treated not as a hypothesis to be tested but as a premise from which modeling begins — the zero-point, the ground floor, the thing that is simply true before anything else can be true.
It is, the IMWA now acknowledges, not simply true.
Historical Basis
The RFA derives from the IMWA's reading of the Protestant pastoral tradition, in which retirement has historically been understood as a transition from active ministry to a condition of reduced ministerial activity. This reading was supported by the IMWA's dataset for the period 1950–2015, during which the overwhelming majority of retiring pastors did, in fact, reduce their ministerial output significantly upon retirement.
The dataset did not adequately account for:
- The emergence of digital platforms enabling continued ministry-adjacent content production at minimal operational cost
- The availability of professional ministry launch infrastructure for individuals with established audiences
- The apparent human capacity to continue feeling called to teach things after formally concluding one's employment doing so
- Ed Young
The Winning Walk Challenge
In June 2026, MinistryWatch reported that retired Pastor Ed Young had launched a teaching ministry called Winning Walk. This event constitutes a direct empirical challenge to the RFA. A pastor has retired. The pastor has not stopped doing ministry. The pastor has launched a new ministry. The IMWA's models, which assumed retirement would produce a ministry-shaped void, now contain a ministry-shaped object where the void was supposed to be.
The IMWA convened an emergency session of its Subcommittee on Pastoral Transition Optics upon learning of this development. The session was attended by four members and lasted eleven hours. Lunch was a working lunch. The subcommittee's preliminary finding was unanimous: the RFA requires revision.
Cascade Modeling
The IMWA has begun preliminary modeling of what happens to its accountability frameworks if the RFA is false. The implications are dimensional. If retired pastors may continue teaching, the IMWA's Pastoral Transition Monitoring Program — which currently archives a pastor upon confirmed retirement — must be redesigned to maintain active monitoring of all retired individuals until such time as ministerial output can be confirmed to have ceased definitively. This increases the IMWA's monitored population by an estimated 340%.

Current Status
The RFA is currently designated CHALLENGED. It has not been withdrawn, because the IMWA does not withdraw foundational assumptions without a full committee review, and the committee has not yet convened for the review because the subcommittee's report has not yet been finalized, and the subcommittee's report has not been finalized because three members are still modeling scenarios and one member is on sabbatical, which the IMWA notes is technically not retirement and has therefore not triggered any monitoring protocols.
The Institute is watching the situation. The Institute is also watching the member on sabbatical. This is not personal. This is policy.
